Victoria Falls has been a backpacker town since long before it was a luxury one, and that side of it is still very much alive.
What you get at this level
A clean bed, a shared or private bathroom, a kitchen you can use, a bar where you will meet people, and enough money left over to actually do the gorge.
Standards vary more here than at other levels, which is where advice helps.
Kinds of property
Backpacker lodges. Dorms and private rooms, communal kitchen, pool, bar. The social option, and the best place to find people to split an activity with.
Chalets. Simple thatched or A-frame units, often on a campsite, with a real bed and a fan. A good middle ground if a dorm is not for you.
Campsites. Pitch your own tent, with power points, ablutions and usually a pool and bar on site. Cheapest way to stay in town.
Budget guesthouses. Small, plain, private, and quiet. Often better value than a dorm if there are two of you.
Worth knowing
Victoria Falls is safe and walkable in town during the day, but wildlife does move through the area at night, including elephants. Take the advice your accommodation gives you about walking after dark seriously.
Activity prices are the same whoever you book with, so staying cheaply does not mean doing less. It usually means doing more.
